The most consequential development this week is the federal funding extension. It prevents immediate disruption, but moves the decisive HUD funding battle to December. Congress extended federal funding through December 11. HUD released new Fair Market Rents, expanded Section 18 repositioning options, changed accessibility-enforcement guidance, and broadened the use of VantageScore. Meanwhile, high borrowing costs continue to constrain development, and more than 440,000 federally assisted homes are approaching critical preservation decisions. Housing organizations should now prioritize five actions: complete FY2027 budget scenarios, evaluate local FMR changes, rescreen repositioning opportunities, identify properties facing preservation deadlines, and strengthen accessibility reviews before certificates of occupancy are issued.
